OUR LEGACY

PACT’s history begins in 1985 at a child abuse seminar during which the presenter called upon the audience to ‘make a pact to protect all children today’. From this sentiment PACT was born, with two Detectives David Jefferies and Dugald MacMillan approaching Kay Mcgrath, a well-known TV Presenter covering the seminar, to create a community-based organisation promoting child protection.

PACT was officially formed in Kay’s house, as she, David and Dugald signed the paperwork to create the organisation we now know as ‘Protect All Children Today’.

Following this, PACT officially became an Incorporated Association on the 29th of May 1986, launching Child Protection Week the same year which has now expanded to become a national week to recognise the importance of having conversations and continuous action around child safety.

As of 2026, PACT has been a leader in Queensland in the victim support sector for 40 years and we continue to play an important role in advocating for victims in the justice system and are honored to have reached such a milestone.

EXPANDING OUR SUPPORT

In 2023, the PACT mission expanded further to support and empower victims and witnesses of all ages as they navigate the Queensland criminal justice system. Through education, guidance and compassionate assistance, we have been able to be a trusted advisor to our clients, helping them understand the process and to feel heard, in the hopes they can face court with more confidence than fear.

We are proud of what we have accomplished so far and remain committed to celebrating our achievements while continuing to support educate and empower victims within the community to create meaningful change.
